Section 5. CIP Amendment. Ordinance 2005-808-E, being the 2005-2010 Five-Year Capital Improvement Program for the City and certain of its independent agencies, is hereby amended to authorize a priority 1 status for the three projects entitled “Downtown Greening Initiative,” “Main Street Bridge and Pedestrian Improvements,” and “Friendship Fountain Improvements.” These three projects are more fully described in the Capital Improvement Project Information Sheets and Planning Department approval letters attached hereto as Exhibit 4 and incorporated herein by this reference. This ordinance shall constitute an amendment to Ordinance 2005-808-E. In all other respects, the Five-Year Capital Improvement Program approved by Ordinance 2005-808-E shall continue in full force and effect.

The $2.558 million Humana settlement will be allocated to the Friendship Fountain study/improvements ($600,000), hardscape to support the Mayor's Greening initiatives ($500,000), funding of the utilities relocation of Riverwatch ($500,000) and refunding of the County-wide Economic Development Fund ($858,000), which was previously used to close the recent Fidelity Investment job creation deal.
Now I don't know for sure BUT this sure seems to be buried and also
seems to indicate to me that while the Fountain has been broken for over two years now the City is just identifying funding to
study the problem

A trusted source indicated to me that when a project is planned, the planning budget is usually set at about 10% of the Anticipated Overall Funding for the complete project and taking that as a guide the city is now possibly indicating they intend to spend $6,000,000, even if you base it at 20% we are at $3,000,000, Hmmmmmmm wasn't that the funding amount that was first seen on the Document that surfaced that started the concern of the future of the Fountain, this one...
